The Government of Mongolia has received financing from the Asian Development Bank (ADB), Green Climate Fund (GCF) and European Investment Bank (EIB) toward the cost of the Aimags and Soums Green Regional Development Investment Program (ASDIP). Part of this financing will be used for payments under the consulting service contract named above.
- Scope of work
The main objective of the consulting services is to develop a comprehensive feasibility study for subsequent tranches (Tranche 2 and Tranche 3) of the investment program, including technical, financial, environmental, land acquisition and resettlement, and social feasibility. The assignment will be supported by all required discipline studies, surveys, census, impact assessments, financial and economic analyses, feasibility calculations, and stakeholder consultations.
The consulting services will include, but not be limited to: preparation of land use plans; architectural and engineering sketch designs; development of databases and information systems; preparation of safeguard documents such as Initial Environmental Examination (IEE), Environmental Management Plan (EMP), and Land Acquisition and Resettlement Plans (LARPs); and preparation of frameworks including the Environmental Assessment and Review Framework (EARF) and Environmental and Social Management System (ESMS), as well as other documents required by ADB and the Government of Mongolia (GOM).
In addition, the consulting firm will support the preparation of all documentation required for ADB processing, including feasibility studies and Periodic Financing Request (PFR) packages for Tranche 2 and Tranche 3.
- Detailed Tasks
A consulting firm will be engaged using the Quality- and Cost-Based Selection (QCBS) method (90:10) with full technical proposal procedures.
The consulting firm shall carry out the tasks under the following two main activities:
(i) Activity 1: Feasibility Studies for Tranche 2 and Tranche 3
- Prepare ADB-compliant feasibility studies, including technical, economic, financial, environmental, and social analyses;
- Conduct surveys, stakeholder consultations, and impact assessments;
- Prepare engineering concepts, cost estimates, and investment plans;
- Develop climate-resilient and low-carbon solutions aligned with ADB and GCF requirements;
- Prepare safeguard documentation (IEE/EIA, EMP, LARP, and related due diligence reports);
- Develop GIS-based databases and analytical tools to support planning and decision-making.
(ii) Activity 2: Support for the Preparation of the Periodic Financing Request (PFR) Package for Tranche 2 and Tranche 3
- Prepare a complete, ADB-compliant and submission-ready PFR package;
- Update the Design and Monitoring Framework (DMF), cost estimates, and financing plan;
- Prepare procurement plans, implementation arrangements, and project readiness documentation;
- Support economic and financial analyses (EIRR, FIRR, sensitivity analysis);
- Ensure full compliance with ADB, GCF, and EIB requirements and support the review and approval process.
- Application Submission Procedure
All interested consulting firms shall submit their Expression of Interest (EOI) through the ADB Consultant Management System (CMS) on or before:
