FINANCE AND PROCUREMENT SPECIALIST

(Aimag Project Implementatoin Unit (APIU) in Uvs Aimag)  

Contract: Full-time for 1 year with possible extension based on performance.

Location: Uvs aimag center, Mongolia

The Objective of the Assignment

The objective of this position is to be responsible for finance and procurement-related activities for the project implementation, operations, and monitoring at the first stage of the investment program in Uvs  aimag.

Detailed Tasks and/or Expected Output

The specialist will (i) work in the PIU and will coordinate with other staff of APIU, MCUD, MOFALI, the aimag governor’s office and each targeted soum governor’s office; and (ii) ensure cooperation and coordination with suppliers and related organizations. The specialist will be supervised by the Monitoring and Evaluation Officer in the respective APIU.

Tasks and responsibilities include, but are not limited to the following:

  1. monitor and analyze financial reports in relation with the project needs, ensuring data accuracy and compliance with the ADB and government requirements;
  2. prepare relevant financial and procurement reports;
  3. collaborate with relevant aimag government departments, agencies, and the PIU to align financial strategies with infrastructure and agribusiness design and development, and other project-related activities;
  4. assist the PIU in the procurement process, planning and document preparation;
  5. provide essential inputs on procurement planning and assist in preparing bidding documents, fostering efficient and compliant procurement processes;
  6. ensure legal and organizational project implementation of the financial regulation and procurement-related ADB and government requirements;
  7. prepare agribusiness plans and provide the required support to PIU in identifying investment opportunities;
  8. support community participation in procurement and project implementation; and
  9. collaborate with the PIU and the GIRAF manager to identify agribusiness opportunities, facilitate investor engagement, and formulate comprehensive agribusiness plans, contributing to the project's broader economic development goals.

Minimum Qualification Requirements

  • a Bachelor's degree or higher in a relevant field such as finance, accounting or a related discipline;
  • minimum of 4 years of experience in finance, project manager or procurement;
  • knowledge of financial management including financial analysis and reporting; 
  • having prior experience with projects financed by ADB and other international organizations is an advantage;
  • familiarity with procurement processes and regulations of the government and internatoinal organizations;
  • knowledge and expericne of using Microsoft Office, particularly Excel and Word; and
  • proficiency in English is an advantage.
