PIU COMMUNICATIONS AND MARKETING SPECIALIST

Contract: Full-time for 1 year with possible extension based on performance.

Location: Ulaanbaatar, Mongolia

The Objective of the Assignment

The objective of a Communications and Marketing Specialist is to raise awareness about project activities and ensuring effective engagement with the program stakeholders and community. It includes the development and execution of a communication strategy to foster collaboration with project stakeholders, communities and government bodies. Communication activities must be inclusive, considering gender equality and the needs of people with disabilities.

Detailed Tasks and/or Expected Output

Specific tasks include, but may not be limited to:

  1. Create a detailed annual work plan for the Program communication activities, which is compliant to the ADB’s Access to Information Policy and ADB’s Safeguards Policy Statement [SPS] (2009) and domestic legislation and as well as relevant communication policy of the Green Climate Fund (GCF), European Investment Bank (EIB), and ensure its implementation.
  2. Carry out the establishment, updates, implementation and monitoring of the consultation and participation plan and stakeholder communication strategy and plans.
  3. Manage and develop the website, digital platforms and associated content of the Program and disseminate the information;
  4. Oversee media engagement and organize or co-organize the outreach events and activities of the Program.
  5. Perform and ensure the results of the Government of Mongolia (GOM) and ADB safeguard documents (e.g., Initial Environmental Examination (IEE), Environmental Management Plan (EMP), Environmental Assessment and Review Framework (EARF) or Detailed Environmental Impact Assessment (DEIA) are to be communicated to the local community in accordance with ADB’s Public Communication Policy (PCP) and ADB’s Safeguards Policy Statement [SPS] (2009) and domestic legislation.
  6. Carry-out transparent interaction among the ADB, ASDIP proponents, and the affected public and community stakeholders.
  7. Plan, coordinate and manage the the public awareness and information dissemination with specific program details with communities.
  8. Develop social media posts and provide quality content showcasing program achievements and ensure updated weekly platforms;
  9. Provide support to the community engagement in resettlement process including land valuation, land swapping processes etc.
  10. Provide capacity building trainings to PIU and other relevant parties on the implementation of the stakeholder communication strategy and consultation and participation plan.
  11. Maintain the program’s up-to-date information on the project and the Ministry of Economy and Development websites.
  12. Draft and follow up on the production of the communication and advocacy instruments and materials, including briefing materials, videos, posters, brochures, announcements, press releases, and media reviews;
  13. Provide support to the PIU and aimag PIU in developing information campaigns and working with social media effectively;
  14. Coordinate the preparation of project activities such as roundtables, press tours, and presentations to promote program activities;
  15. Track program indicators such as outreach and engagement and provide data to the Monitoring and Evaluation Specialist.

Minimum Qualification Requirement

The Communications and Marketing Specialist shall have (i) A Bachelor’s degree in journalism, social science, or a related field, and Advanced degree (master’s or PhD) in a related field is highly desirable; (ii) At least 10 years of experience working with the media, including proven expertise in public communication, journalism, and social media marketing; (iii) Demonstrated experience and ability to liaise effectively with government bodies, public and international organizations; and (iv) Strong communication and networking skills, and  ability to maintain good relationships with key stakeholders; and (v) excellent English and Mongolian oral and written skills.
