MONITORING AND EVALUATION OFFICER

(Aimag Project Implementatoin Unit (APIU) in Uvs Aimag)  

Contract: Full-time for 1 year with possible extension based on performance.

Location: Uvs aimag center, Mongolia

The Objective of the Assignment

The objective of this position is to supervise, organize, monitor and evaluate the APIU and organizational work of the projects in Uvs which will be implemented in the first stage of the investment program.

Detailed Tasks and/or Expected Output

The officer will work in the PIU and coordinate with other staff of APIU, MCUD, MOFALI, the aimag governor’s offices and each targeted soum governor’s office. The officer will report to the PIU Coordinator.

Tasks and responsibilities include, but are not limited to the following:

  1. lead, promote collaboration and ensure effective communication in the APIU;
  2. collaborate with the aimag government-related departments and agencies and the PIU regarding the project implemenation and progress monitoring;
  3. provide project information to the PIU, report on provincial project implemenation progress and follow the directions from the executing agency and Central PIU;
  4. assist in organizing project activities in the project province;
  5. contribute to project frameworks for urban development and agribusiness and rangeland agreements, and other project-related activities;
  6. promote agribusiness development and economic growth;
  7. support herder groups, cooperatives and rangeland management activties;
  8. ensure safeguards monitoring and grievance resolution according to the ADB and government safeguards requirements and policies;
  9. manage Grievance Redress Mechanisms (GRM) during the day-to-day project implementation;
  10. work with the PIU to implement the certification mechanism and other project-related activities;
  11. facilitate communication between the PIU and local infrastructure and other project-related organizations;
  12. oversee the Environmental Management Plan (EMP) implementation;
  13. collaborate with local authorities to establish governance mechanisms for rangeland agreements; and
  14. support primary and secondary cooperatives, establish cooperative associations, and organize outreach activities to herders, cooperatives, and the private sector participants.

Minimum Qualification Requirements

  • a Bachelor's degree or higher in relevant fields such as finance, economics, business administration or a related field of expertise;
  • a minimum of 4 years of experience in finance, monitoring and evaluation work or project administration;
  • familiarity with relevant government standards and regulations;
  • ability to use Microsoft Office, particularly Excel and Word;
  • management, leadership and teamworking skills; and 
  • proficiency in English is an advantage.
