The Objective of the Assignment
The objective of a Deputy Coordinator for Project Management is to ensure the smooth execution of project operations by overseeing compliance, managing risks, ensuring safeguard measures, and coordinating day-to-day activities to achieve project goals efficiently.
Detailed Tasks and/or Expected Output
The Deputy Coordinator will assist the PIU Coordinator to perform his/her functions in implementing the project activities, which include, but are not limited to the following:
- Facilitate effective communication and coordination among all project consultants, relevant government agencies, the project steering committee, ADB, and other donors, ensuring strong collaboration with all entities involved in project implementation and stakeholders.
- Ensure alignment and coordination with other relevant project investments under the broader investment program to achieve program synergies and consistency.
- Oversee project implementation to ensure strict compliance with ADB’s Safeguards Policy Statement [SPS] (2009) and domestic legislation, ADB procurement guidelines, consultant guidelines, and anticorruption policies, while ensuring adherence to due diligence, loan assurances, and specific project covenants for approved investment tranches.
- Establish a robust project management system incorporating a Management Information System (MIS) to streamline internal procedures for data management, and PIUs, procurement, disbursement, financial management, auditing, and required reporting.
- Provide expert advice on scheduling and contract administration, ensuring proper execution of contracts under the investment program.
- Oversee the collection of data and timely submission of reports for ADB reporting requirements, including quarterly progress reports, and Facility Administration Manual (FAM) updates for ADB review missions.
- Coordinate and oversee all phases of planning, implementation, and supervision of Tranches 1, 2, and 3, ensuring seamless project execution.
- Proactively monitor and analyze project costs and scheduling, identifying potential loan savings, cost overruns, or delays at the earliest stage to enable timely corrective actions.
- Perform any additional project-related tasks as assigned by the PIU Coordinator, ensuring smooth project operations.
Minimum Qualification Requirements
The Deputy Coordinator shall have (i) A minimum of Master’s degree in public or business administration, management, international business, project management, or a technical field relevant to the project; (ii) At least 6 years of demonstrated experience in management role preferably in state organizations; (iii) ability to communicate effectively with the government bodies, community and international organizations; (vi) strong interpersonal and communication skills; and (v) excellent written and verbal communication skills in English.
