PIU ENVIRONMENT AND CLIMATE CHANGE SPECIALIST

Contract: Full-time for 1 year with possible extension based on performance.

Location: Ulaanbaatar

The Objective of the Assignment

The objective of the Environment and Climate Change Specialist is to ensure compliance with ADB environmental and climate change safeguards, enhance climate resilience across all project components, build the capacity of local stakeholders in environmental management and adaptation, support climate-smart practices in rangeland management, and provide a foundational understanding of carbon credit markets and sequestration practices relevant to rangeland ecosystems.

Detailed Tasks and/or Expected Output

Specific tasks include, but may not be limited to:

  1. Act as the focal point for all environment and climate change-related activities and ensure compliance with ADB environmental safeguards and ADB’s Safeguards Policy Statement [SPS] (2009) and domestic legislation other relevant standards.
  2. Conduct environmental impact assessments (EIAs) and prepare mitigation plans.
  3. Review urban development plans to ensure environmental sustainability and climate resilience.
  4. Provide guidance on incorporating green infrastructure and energy-efficient solutions.
  5. Promote climate-smart rangeland management practices and conduct carbon sequestration measurements in rangelands.
  6. Develop strategies for reducing greenhouse gas emissions from livestock activities.
  7. Promote sustainable agricultural practices that minimize environmental degradation and support biodiversity and provide technical advice on soil and water conservation techniques to improve agricultural productivity and resilience.
  8. Support the assessment of agribusiness proposals for environmental compliance.
  9. Monitor the environmental performance of agribusiness loan recipients.
  10. Provide recommendations for adopting environmentally friendly and climate-resilient technologies.
  11. Train local stakeholders on climate adaptation and mitigation practices and organize workshops and awareness campaigns on environmental sustainability.
  12. Develop and implement a monitoring system for tracking environmental and climate-related outcomes.
  13. Prepare reports on environmental compliance and climate adaptation activities for submission to the ADB and other stakeholders.

Minimum Qualification Requirements

The Environment and Climate Change Specialist shall have (i) A minimum of Bachelors’ degree in Environmental science, Ecology, Climate change, Natural resource management or a related field; (ii) minimum of 3 years of professional experience in environmental management, preferably in international development projects; (iii) familiarity with ADB environmental safeguards, and strong knowledge with carbon credit market, carbon sequestration measurement, and rangeland ecosystems; (iv) proficiency in English and Mongolian with ability to work with diverse stakeholders; and (v) required to travel frequently to project sites to engage with local stakeholders and monitor activities.
