PIU RESETTLEMENT SPECIALIST

Contract: Full-time for 1 year with possible extension based on performance.

Location: Ulaanbaatar, Mongolia

The Objective of the Assignment

The Resettlement specialist will be responsible for managing and being accountable for all aspects of the resettlement and ensure the implementation of land acquisition and resettlement plans (LARPs) for the targeted aimags. The selected candidate will directly report to the PIU Deputy Project Coordinator in charge of Urban Development and Construction.

Detailed Tasks and/or Expected Output

Specific tasks include, but may not be limited to:

  1. Assess the capacity of the EA, IA, and PIU staff to implement resettlement actions in accordance with ADB’s Safeguards Policy Statement [SPS] (2009) and domestic legislation and local requirements and recommend actions necessary to support the implementation of the program.
  2. Work with the engineering consultants to identify potential resettlement impacts of the route selection for the projects.
  3. Work with the EA, IA, aimag and bag leaders on resettlement issues and related data collection.
  4. Provide support for the preparation of the grievance redress mechanism program.
  5. Prepare forms and provide inputs to the PIU’s environmental and safeguard expert to initiate grievance surveys.
  6. Carry out, with the support of the Environmental safeguards Specialist and PIU engineers, all necessary preparatory work for the preparation of the LARP, including establishment and operation of the Land Acquisition and Resettlement Plan Implementation Committee, grievance redress mechanism, site inspections of the field, consideration of the avoidance and minimization of land acquisition and resettlement impacts, organization of census and socioeconomic survey of the affected entities, organization of the valuation of affected properties, consultation with the affected entities, and training of the EA staff on ADB’s Safeguards Policy Statement [SPS] (2009) and domestic legislation on involuntary resettlement etc.
  7. Provide to monitor the implementation of the LARP.
  8. Other duties assigned by the Project Coordinator and Deputy Project Coordinator in charge of Urban Development and Construction.

 

Minimum Qualification Requirements:

 

The Resettlement specialist shall have (i) A minimum of bachelor’s degree in land administration, public policy, law or other related fields; (ii) At least 5 years of experience in the field of public policy, land administration, and resettlement; (iii) Comprehensive knowledge and understanding of social and cultural environments and of issues related to land acquisition and resettlement; (iv) excellent English and Mongolian oral and written skills; and (v) good team player and excellent interpersonal and communication skills.
