Under the project, the MED is seeking individual consultant for the Executing Agency: 

TERMS OF REFERENCE FOR THE INDIVIDUAL CONSULTANT

  • Position:        National Governance and Management Support Consultant
  • Project:          Aimags and Soums Green Regional Development Investment Program
  • Duration:        1 year
  • Location:       Ulaanbaatar, Mongolia

1. Background

The Aimags and Soums Green Regional Development Investment Program (ASDIP) is designed to promote sustainable regional development across Mongolia’s aimags and soums. The program addresses critical areas of development through three interconnected components: (i) construction and urban development, (ii) livestock and rangeland management, and (iii) financial intermediation loans for agricultural sector cooperatives and companies.

In order to ensure that project activities are aligned with national priorities, the program seeks to engage a qualified national governance and management support consultant. This individual will provide expert consultation and strategic guidance, helping the project team navigate the legal, regulatory, and policy environment. The advisor will play a pivotal role in ensuring that the project remains consistent with Mongolia’s government policies and sector-specific strategies.

2. Objective and Purpose of the Assignment

The overall objective of the assignment is to provide technical expertise and strategic advice to ensure effective project implementation of ASDIP, enhance institutional capacity, and strengthen governance frameworks of the program implementation unit (PIU) and relevant project stakeholders.

3.Scope of Work

The national governance and management support consultant will work closely with the PIU with the primary objective of providing technical support to ensure robust governance frameworks and management practices in the implementation of the ASDIP project. This will enhance efficiency, accountability, and transparency in project implementation.

4.Detailed Tasks and/or Expected Output

The national governance and management support consultant will carry out, but is not limited to, the following tasks:

  1. General
  • Conducting assessments of existing governance frameworks and management structures.
  • Providing recommendations for improving governance and management practices.
  • Supporting stakeholder engagement initiatives to enhance collaboration and knowledge sharing.
  • Assisting in the development of training programs for public sector officials on governance issues.
  • Review and analyze existing governance structures relevant to the project.
  • Identify gaps in governance frameworks and recommend improvements.
  • Assist in formulating management processes aligned with project objectives.
  • Support the establishment of effective monitoring and evaluation mechanisms.
  • Facilitate workshops and meetings with stakeholders to promote dialogue and collaboration.
  • Develop communication strategies to disseminate project information and engage stakeholders.
  • Design and deliver training programs for relevant stakeholders on governance best practices.
  • Prepare knowledge products and materials to support capacity building initiatives.
  • Provide regular progress reports on activities completed and outcomes achieved.
  • Document lessons learned and best practices for future implementation.
  1. Consulting Services
  • Review the ASDIP project RRP, and linked documents.
  • Review and provide comments to the Project's reports and ensure its quality and standard is sufficient.
  • Review and provide comments to the Project steering committee (PSC meeting documents.
  • Inform PSC members frequently on project issues.
  • Any other tasks assigned by the Coordinator.
  1. Expected Outputs

Technical inputs to the project reports and day-to-day management and governance of PIU.

5.Minimum Qualification Requirements

  • Master’s degree in public administration, business administration or equivalent in related fields;
  • Minimum 10 years of professional work experience;
  • At least 5 years of demonstrated experience in project planning, monitoring, implementation, evaluation, coordination, and contract management preferably in projects or state organizations;
  • Prior work experience in energy and state organizations or infrastructure sector will be an advantage; and
  • Fluent English and Mongolian in both writing and speaking.
