CONSULTANT SERVICE RECRUITMENT NOTICE (Individual Consultant) 

Under the project, the MED is seeking individual consultant for the Executing Agency: 

TERMS OF REFERENCE FOR THE INDIVIDUAL CONSULTANT

  • Position:        Policy advisor
  • Project:          Aimags and Soums Green Regional Development Investment Program
  • Duration:        1 year
  • Location:       Ulaanbaatar, Mongolia

1. Background

The Aimags and Soums Green Regional Development Investment Program is designed to promote sustainable regional development across Mongolia’s aimags and soums. The program addresses critical areas of development through three interconnected components: (i) construction and urban development, (ii) livestock and rangeland management, and (iii) financial intermediation loans for agricultural sector cooperatives and companies.

In order to ensure that project activities are aligned with national priorities, the program seeks to engage a qualified policy advisor. This individual will provide expert consultation and strategic guidance, helping the project team navigate the legal, regulatory, and policy environment. The advisor will play a pivotal role in ensuring that the project remains consistent with Mongolia’s government policies and sector-specific strategies.

2. Objective of the Assignment

The policy advisor will serve in a consultative capacity, offering high-level strategic advice to ensure that the project’s activities align with Mongolia’s government policies, legal frameworks, and sectoral strategies. Drawing on extensive experience in government affairs and public service, the advisor will provide insights into regulatory compliance and facilitate smooth coordination with relevant government bodies. Their expertise will be instrumental in guiding the project team as it implements sustainable development initiatives in alignment with national goals.

3. Scope of Work

The policy advisor will:

  • Offer strategic advice on how project activities can align with the broader policy objectives of the Mongolian government.
  • Provide general recommendations based on national policies and sectoral regulations, particularly concerning urban development, agriculture, and financial intermediation.
  • Participate in select consultations and high-level meetings with government officials and relevant stakeholders to represent the project.
  • Offer input into any major policy shifts or legal reforms that may impact the project’s overall strategy.
  • Act as a high-level liaison with government ministries and officials, as needed, to support the smooth coordination of the project with government policies.

4. Deliverables

The policy advisor is expected to contribute to the project through the following deliverables:

  • Participate in key strategic meetings with government officials and stakeholders, providing high-level policy advice.
  • Offer verbal and brief written advice on policy alignment and legal compliance, as needed.
  • Provide insights and recommendations on national and sector-specific policies affecting project activities.
  • Share updates on relevant legal or policy changes that may impact the project, ensuring that all components remain compliant with government regulations.
  • Support the project team by offering policy recommendations to facilitate coordination with national and local authorities.

5. Qualifications and Experience

Education:

  • Bachelor's degree in Engineering, Law, Public Administration, or a related field.
  • Advanced degree (Master’s or PhD) in Law, Public Policy, or a related field is highly desirable.

Experience:

  • Significant experience in government, including senior-level roles, or senior advisor in relevant ministries.
  • Expertise in national governance, policy formation, and legislative processes.
  • Demonstrated ability to liaise effectively with government bodies, stakeholders, and international organizations.
  • Strong knowledge of Mongolia’s legal, political, and economic systems, particularly in the areas of infrastructure, agriculture, and rural development.

Skills:

  • Strong communication and networking skills, particularly with government officials and policymakers.
  • In-depth knowledge of Mongolia's legislative environment and regulatory frameworks.
  • Ability to provide high-level strategic guidance in an advisory capacity.
  • Excellent interpersonal skills and the ability to maintain good relationships with key stakeholders.

6. Reporting

The policy advisor will report to the project coordinator and may be called upon to provide verbal or written updates during key strategic meetings. However, regular reporting is not required, and the role will primarily involve an advisory presence.
