PIU COMMUNICATIONS AND MARKETING SPECIALIST

The Objective of the Assignment

The objective of a financial specialist for the Green and Inclusive Regional Agribusiness Fund (GIRAF) is to ensure all project activities comply with financial and regulatory frameworks, providing financial advice and support in drafting contracts, resolving disputes, and securing agreements.

Contract: Full-time for 1 year with possible extension based on performance.

Location: Ulaanbaatar, Mongolia

Detailed Tasks and/or Expected Output

Specific tasks include, but may not be limited to:

  1. Provide relevant inputs to the formulation of the project implementation documents, particularly on matters relevant to the financial management of the GIRAF. 
  2. Design appropriate disbursement mechanisms for the GIRAF lending windows, providing advice and guidance in enhancing the Fund Manager’s capacity to achieve project development results while monitoring the adequacy of the GIRAF’s internal control and accounting systems.
  3. Support the Fund Manager in the establishment and management of the GIRAF in accordance with the Law on Investment Funds of Mongolia and the requirements of the Ministry of Finance (MOF) and the Financial Regulatory Commission, and in compliance with financial and governance conditionalities agreed with ADB and the GCF in structuring and the development and management of the GIRAF.
  4. Develop and implement an electronic project accounting and reporting system to help the Fund Manager prepare various financial statements, maintain the project accounts and ledgers, prepare annual budgets, and submit the required International Financial Reporting Standards (IFRS)-based annual audited financial statements to the project implementation unit (PIU), the Asian Development Bank (ADB), and MOF. 
  5. Directly assist the GIRAF staff in improving the budgeting and financial information system in developing financial management guidelines and handbooks.
  6. Assist and support the PIU in preparing tables of cost estimates, allocations, and withdrawal of loan proceeds, planned contract award, and disbursement S-curve.
  7. Provide Fund Manager and staff with necessary advice and training on ADB disbursement procedures, the establishment of sound accounting, financial management, and reporting systems in accordance with ADB financial management guidelines and disbursement handbook.
  8. Provide GIRAF Fund Manager and staff the necessary capacity building training in financial modeling, asset valuation, corporate and project finance, and other core banking and investment skills.
  9. Develop and improve evaluation and information systems for the GIRAF’s effective back-office operations.

Minimum Qualification Requirement

The Financial specialist for GIRAF shall have (i) a minimum of a Bachelor’s degree in accountancy, finance, or business administration (Master’s degree is preferred); (ii) 10 years of preferred professional experience, including 5 years in experience in financial management and administration on ADB projects other international financial institutions; (iii) excellent financial modeling, asset valuation, corporate and project finance, and other core banking and investment skills; (iv) minimum of 5 years in auditing or accounting with some supervisory role, preferably in a highly computerized environment; (v) good knowledge and understanding of ADB’s operations, administrative and disbursement policies and procedures; (vi) knowledge of IFRS and accounting methodology appropriate for project accounting, monitoring, and reporting; and Familiarity with preparing project financial statements per IFRS, MOF, and Financial Regulatory Commission regulations, ADB policies and guidelines for preparing and submitting project financial statements; (vii) strong interpersonal and communication skills; and (viii) excellent written and verbal communication skills in English.
