CONSULTANT SERVICE RECRUITMENT NOTICE (Individual Consultant)        

Under the project, the MED is seeking individual consultant for the Executing Agency: 

TERMS OF REFERENCE FOR THE INDIVIDUAL CONSULTANT

Position:        Procurement consultant
Project:          Aimags and Soums Green Regional Development Investment Program
Duration:        6 months

Location:       Ulaanbaatar, Mongolia
 

1.Background

The Aimags and Soums Green Regional Development Investment Program (ASDIP) is designed to promote sustainable regional development across Mongolia’s aimags and soums. The program addresses critical areas of development through three interconnected components: (i) construction and urban development, (ii) livestock and rangeland management, and (iii) financial intermediation loans for agricultural sector cooperatives and companies.

In order to ensure that project activities are aligned with national priorities, the program seeks to engage a qualified the procurement consultant. This individual will provide expert consultation and proactively assist the PIU on all procurement matters.

2.Objective and Purpose of the Assignment

The overall objective of the assignment is to provide support to the implementation of ASDIP in compliance with ADB procurement guidelines, through strengthening and improving the procurement capacity of the program implementation unit (PIU) and relevant project stakeholders.

3.Scope of Work

The procurement consultant will work closely with the ADB project teams and the PIU on all procurement matters, ensure high-quality procurement documents and reports are submitted to ADB, monitor procurement progress to avoid delays, and contribute to the achievement of quarterly and yearly contract awards and disbursement targets, as well as to expedite the recruitment of the consulting services for the ASDIP.

4.Detailed Tasks and/or Expected Output

 The procurement consultant will carry out, but is not limited to, the following tasks:

  1. General

 

  • Proactively assist the PIU on all procurement matters and ensure all necessary steps are undertaken for timely implementation of procurement packages (consulting services) for all procurement and recruitment selection methods according to the procurement plan;
  • Provide inputs at the initial stage of the implementation of the ASDIP to expedite the recruitment of consulting services;
  • Ensure that the procurement and recruitment processes are conducted in accordance with ADB's Procurement Policy (2017, as amended from time to time) and Procurement Regulations for ADB Borrowers (2017, as amended from time to time), ADB Anticorruption Policy (1998, as amended to date), loan and project agreements; Public Procurement Law of Mongolia, and other relevant laws and guidelines;
  • Monitor the procurement and consultant recruitment progress with the goal of achieving the quarterly and yearly targets for contract awards and disbursements;
  • Provide technical support on procurement issues and immediately inform the PIU of any schedule delays and provide guidance on how to avoid such delays; and
  • Contribute to the capacity development of the PIU, bid evaluation/selection committees, and relevant project stakeholders through hands-on and on-the-job training and provide guidance on how to streamline business processes to improve efficiency in the procurement and recruitment processes.
  1. Consulting Services
  • Review the ASDIP project RRP, and linked documents;
  • Based on the outline terms of reference presented in the Project Administration Manual, review the detailed TOR and bidding documents, and provide technical advice and training in the process of selection of consultants according to ADB regulations as needed to the core PIU staff in the early stages of their assignment;
  • Provide guidance on PIU organization, decision-making structure, institutional setting, and operation related to procurement activities;
  • Provide support to the PIU in the consulting services recruitment process, including (a) preparation of terms of reference, (b) submission to ADB of relevant consulting services documents and forms in accordance with ADB templates (Submissions 0–4), (c) advertisement, and evaluation of expressions of interest and shortlisting, and (d) preparing and issuing the Request for Proposal; and Initiate consultant recruitment monitoring sheets to record progress of each recruitment milestone event equivalent to ADB Consultant  Recruitment Activity Monitoring (CRAM);
  • Provide guidance on response to consulting firms' inquiries, response to complaints, and all other inquiries;
  • Provide support to the PIU in the contract negotiation process and debriefing, if required; and
  • Review completeness and perform a quality check of all recruitment documents to ensure that the documents to be submitted to ADB are of high quality and ADB comments were incorporated in the final version.
  1. Expected Outputs
  • Submission of high-quality consulting services documents and forms for all consultant recruitments; and
  • Submission of high-quality bidding documents and bid evaluation reports for all procurement packages;
  • Regular procurement monitoring reports with recommended corrective actions, if any.

5. Minimum Qualification Requirements

  • The procurement consultant should have at least Master’s degree in engineering, finance, economics, business administration, or other related fields.
  • S/He should preferably have at least 5 years’ experience in procurement-related work for ADB and other donor-funded projects, project administration, and contract management.
  • The consultant should possess strong communication skills and fluency in the English language, ability to work with individuals and teams in completing tasks, and delivering high-quality outputs within tight deadlines.
