CONSULTING SERVICE RECRUITMENT NOTICE

The Government of Mongolia has received financing from the Asian Development Bank (ADB), Green Climate Fund (GCF) and European Investment Bank (EIB) toward the cost of the Aimags and Soums Green Regional Development Investment Program (ASDIP). Part of this financing will be used for payments under the consulting service contract named above.

1. Scope of work

A consulting firm will be engaged using the quality- and cost-based selection (QCBS) method and full technical proposal procedure, with a quality–cost ratio of 90:10. The consulting service is estimated to require a total of 496 person-months, comprising 52 months of international Key experts and 444 person-months of national experts (196 for Key Experts and 248 for Non-Key Experts). The consulting services are expected to cover the entirety of Tranche 1, which is a four-year period. The consultant shall ensure that all tasks, deliverables, and reports are carried out in full compliance with and alignment to the requirements of ADB, EIB, and GCF and applicable national requirements.

The consultant team is expected to demonstrate expertise and experience in various relevant areas, including but not limited to:

1. Sustainable agriculture and market development;
2. Agriculture-livestock value chains;
3. Digital innovations and technologies;
4. Environmental sustainability and climate action;
5. Agriculture infrastructure and water management;
6. Policy and program implementation.

2. Detailed Tasks

The consulting service will support and prioritize low-carbon, climate-resilient, and energy-efficient technology, and sustainable rangeland and agricultural management appropriate for the cold-dry climatic conditions of Mongolia. The consultant shall execute the tasks according to the following five scopes:

1. Scope 1: Development of a Market-Driven, Integrated, Cost-Efficient, and Climate-Resilient Livestock Supply Chain Organization.
2. Scope 2: Competitive, Low-Carbon, and Export-Oriented Value-Added Production, Agribusiness, and SME Development.
3. Scope 3: Sustainable and Climate-Resilient Rangeland and Animal Welfare Management.
4. Scope 4: Strengthening Animal Health and Breeding Services for Enhanced Productivity.
5. Scope 5: Improving Irrigation Systems and Infrastructure to Enhance Livestock Forage Production.
